Matthew Rogers charged with 'outraging public decency' over alleged masturbation in Chelmsford Library

A MAN has appeared in court charged with 'outraging public decency' after he allegedly masturbated in Chelmsford Library. Matthew Rogers, from Wingrove Court, Broomfield, was arrested on May 17 by officers and charged with three counts of indecently exposing his genitals intending to cause alarm, and distress. It is alleged that the 21-year-old performed the sex act in the library on Market Road at around 11.30am on May 17. He is also charged in connection with alleged incidents of exposure on May 10 and 14. Mr Rogers also faced a charge of outraging public decency in relation to an alleged offence on April 4. He appeared at Chelmsford Magistrates' Court on May 19 for a first appearance.
