Conservative Matthew Flack wins Bicknacre, East and West Hanningfield by-election

TORY Matthew Flack has won the Bicknacre, East and West Hanningfield seat on Chelmsford City Council, beating Ukip into second place.

Mr Flack had a majority of 290 over Ukip candidate David Kirkwood.

He replaces Tory Councillor Mike Harris, whodied of cancer earlier this year.

Councillor Roy Whitehead, Leader of Chelmsford City Council, said: "Matt has worked very hard and has seen a large number of local residents on the doorstep.

"I am delighted that we have some new young blood in the group so that we are better able to reflect the views of the younger residents in Chelmsford."
