Brentwood Borough Council failing to take action over fly-tippers

BRENTWOOD Borough Council was unable to successfully follow-up any incidences of fly-tipping reported in the past year.

Although there were a total of 306 cases reported to the borough council between April 2011 and April 2012, no action was taken against anyone.

The figures released by the Department for Environment, Food and Rural Affairs place the council 285th in a list detailing the prevalence of fly-tipping among 328 local authorities.

It is also just one of 13 that took no action against people suspected of carrying out fly-tipping offences.

Council leader Louise McKinlay said: "The reality is we have a very low incident rate of fly-tipping in the borough and unless people advertise who they are in the rubbish they dump, it is very hard to find out who is responsible.

"If there is evidence of who it was with a name or an address in the rubbish, then we will take action.

"However, people are smarter than that and that makes it very difficult.

"In some places council staff might go undercover to catch people out but that can be expensive."

The number of fly-tipping incidents recorded in the borough between 2010 and 2011 stood at 299, but the number of actions, including prosecutions, stood at zero.

The nationwide ratio of incidents to actions in that year was 1.4:1.

The number of reported incidents between 2009 and 2010 was 632, with 13 warning letters issued.

The number of actions across England was almost 947,000 with a ratio of incidents to actions of 1.8:1.

For Brentwood it was 48.6:1.

In 2008 and 2009 there were 520 reports of fly-tipping, 43 actions and one successful prosecution.

The nationwide ratio of incidents to actions was 2.2:1. Brentwood's ratio was 12:1.

One of the most notorious patches for fly-tipping in the borough is in the relatively sparsely populated area of Navestock.

Resident Roy Tyzack said: "There is fly-tipping next to the church in Snakes Hill, along Chequers Lane and Albyns Lane quite frequently.

"Normally we get all sorts of building material, especially along Chequers Road.

"They think no one can see you so they just dump stuff willy nilly."
