Cases of missing babies and children in Essex labelled 'alarming'

CHILDREN and babies went missing from county council care on nearly 2,000 occasions over two years, figures reveal.

There were 1,979 incidents of youngsters up to the age of 17 recorded as missing between January 2012 and December 2013. Two asylum seekers are still missing, while 11 of them were aged one or younger.

A spokesman said: "Essex County Council takes its responsibilities towards looked after children very seriously and that includes when children go missing."

The figures were released following a nationwide Freedom of Information request.

The NSPCC branded the news "very alarming".

Kent had the most damning record, with 458 children going missing on 2,623 occasions.

Essex County Council refused to identify precisely how many children were recorded missing.

"The figures included within the FOI response must be seen in context. Essex County Council is the second largest local authority in England, by population, and there is, consequentially, a high number of children that it has statutory responsibility for," added the spokesman.

Liberal Democrat county councillor Jude Deakin, who sits on the corporate parenting panel, said children can be recorded as missing by simply failing to return home on time after school.

Cllr Deakin added: "Ultimately if children want to go missing they will."

A WATERPROOF cookery book aimed at young people cooking for themselves on a budget has proved a recipe for success for these budding entrepreneurs.

This team of 12 sixth formers from Chelmsford County High School for Girls are heading for the regional final of this year's Young Enterprise award scheme, having won the Essex heat.

They wowed judges with their book called 'Square meals' which includes a host of recipes that are economical and nutritious, and has earned them a very healthy £200 profit.

Company leader Sophie Roche, 17, said: "We were delighted to win and can't wait to compete in the regional final.

"Since setting up our company, which we called Gestalt, in the autumn last year, we have enjoyed the process a huge amount, despite a continuous stream of setbacks. However, we have overcome these together.

"One of the hardest tasks was creating something that we thought the public would want to buy. Having sorted through a few ideas for a product, we settled on a simple student-suitable recipe book."

After coming up with the idea for the recipe book and getting the backing of local government organisation Love Food Hate Waste, which provided all the 30 recipes, the girls took to social media to spread the word.

Sophie explained: "Via Twitter and a dedicated website we have been able to broadcast to almost 4,000 people across Essex. This is something we never would have been able to imagine back in September.

"We were able to get across the USP of our book which is the paper we have printed it on is both waterproof and tear-proof, and it contains our special ingredients cards which can be cut out and slipped into a wallet or purse for the weekly shopping trip.

"At the beginning of the year we each put in £1 as share capital, we've now taken in over £800, more than £200 of which is profit."

Gestalt will head to Cambridge on Monday to represent Essex at the Young Enterprise Regional Final. If they win they will then go on to represent the East of England at the national finals.

AS THE 200 cyclists of the Tour de France race through the village of Wethersfield on July 7, nobody will be cheering louder than lifelong enthusiast Roger St Pierre.

The 72-year-old former racing cyclist has followed the sporting event since he was a young boy in the Fifties, even going so far as to teach himself French in order to follow its progress.

And now after an illustrious career covering the sport for national newspapers and magazines, and co-editing the official Tour Guide for years, Roger will share his knowledge of the highs and lows in a talk held on race day in the village.

"It's more than a sport; it has such an incredible heritage of weird and wonderful things that have happened. There has been lots of tragedy and glory, victory and disgrace – it's all human life," Roger told the Chronicle.

"The event will be coming through on roads where I used to race myself which is fantastic. This is a great cycling county with a great history and with such quiet roads."

When Roger was a young teenager in the Fifties, growing up in Ilford, football and cricket were everything with cycling taking a backseat, a frustrating state of affairs that ultimately landed the Essex man his career in journalism.

"I complained about the lack of coverage to the Romford Times and they asked me to write something for them," added Roger, who quickly found himself with regular columns in newspapers and magazines. There was a strong cycling movement but it was very much underground and few people here knew about the Tour at that time.

"In order to keep up with the race's progress, I had to buy French magazines and teach myself the language by deciphering the picture captions."

Such is the shared passion for the sport within Roger's family that his son Richard was picked for the Olympic Junior Cycling Squad, and his daughter Danielle is one of the few people that have beaten Tour champion Bradley Wiggins in a race.

"Danielle was 13, and Bradley was 12 and she would beat him in a race which he hated, it made him cry," added Roger, who also worked as a writer and publicist in the music industry, with the Jacksons, Marvin Gaye and BB King among his ny clients.

"The Tour is the world's largest annual sporting event, spanning three dramatic weeks and attracting around 12 million to the roadside while more than four billion more, across 188 countries, will follow its unfolding drama by TV.

"We have a dedicated committee here in the village with some members who have never seen a bike race before but they see it as a great opportunity to put Wethersfiel d on the map – for five minutes the world will be looking at us."

Roger will be delivering a talk with rare films of the event's history on race day at 9am in the new John Pygram Pavilion, on Wethersfield Playing Fields, and also hopes to add another talk at the village's annual fun day the preceding evening, although this is yet to be confirmed.

About 160 riders will pedal through Saffron Walden, Finchingfield, Rayne, Felsted, Great Waltham and Roxwell before passing through Epping Forest on their way to The Mall in London for Stage Three of the Tour de France on July 7.

A woman was touched inappropriately while she lay on the ground in Chelmsford city centre over the weekend, according to police. The victim was reportedly sexually touched at around 2.55am on Saturday (June 21) in the High Street. The alleged incident was picked up by Chelmsford City Council staff on CCTV, who in turn alerted Essex Police officers. An unemployed 29-year-old man, whose identity the police have yet to disclose, was arrested. He was later charged with sexual touching and released on bail to appear at Chelmsford Magistrates' Court on July 8. The woman in question was taken to Broomfield Hospital to be treated for alcohol poisoning. Chelmsford inspector John Hallworth added: "Police want to remind people who are visiting the night time economy of the dangers of excessive drinking and of the importance of both planning your route to and from the city centre and of looking after members of your group."

Morning everyone, here's today's Essex travel. Roads 07.10am: Slow traffic seems to be abound this morning, with cars shuffling moodily along reported on the London-bound A12 between Mountnessing and the Brook Street Roundabout. There is also slow moving traffic on the A13 between North Stifford and Lakeside towards London, while the M25 is also suffering a few delays, as usual, at the QE2 Bridge. Congestion is reportedly back to junction 30. Trains 07.10am: There are no problems reported on the trains this morning. London travel 07.10am: There are currently minor delays on the Central line between Epping and Leytonstone heading westbound, due to a faulty train. Air 07.10am: If you are flying from Stansted or Southend Airports today, disruption possible to some flights to and from some European destinations due to industrial action affecting air traffic control in France. The airports are asking passengers to confirm the status of their flight.

The police helicopter was called over Witham in the early hours of this morning. The helicopter flew to the area at around 1.25am after receiving a call about a concern for a person's welfare. They checked the area along with dog handlers.

The DVDs were stolen from Asda in Chelmer Village on May 13 at around 7.40pm.

Burglars steal TV and ransack caravan in Southminster

Police are hunting burglars who broke into a caravan stole a TV and then poured petrol over a number of items. The break-in happened in Southminster when thieves smashed their way into a caravan off Scalby Road between 2.30pm Thursday, June 19 and 7am Friday, June 20. Investigating Officer, Pc Leanne Smith, said: "This crime would have been visible to anyone who was walking past. "People carrying widescreen TVs down the street at odd times of the evening, night or early morning are usually considered suspicious. "We would ask people who witnessed either of these two events to talk to us, including those people who may have been offered a widescreen TV for sale in unusual circumstances in the past few days." A forensic examination of the property was carried out. Anyone with information in connection with this burglary is urged to contact investigating officers at Chelmsford police station on 101 or Crimestoppers anonymously on 0800 555111.

Rebekah Brooks' former PA Cheryl Carter found not guilty after phone hacking trial

Former News International chief executive Rebekah Brooks' former PA Cheryl Carter has been found not guilty in connection with a plot to hack phones following a trial at the Old Bailey

The 49-year-old ex-secretary, from Chelmsford, was cleared of a single charge of conspiracy to pervert the course of justice.

She was reportedly close to tears when the verdict was announced.

Meanwhile, her former boss Mrs Brooks was found not guilty of all charges, which included conspiring to hack phones, conspiring to pervert the course of justice, and two counts of conspiring to commit misconduct in public office.

Prosecutors had alleged that Ms Carter and Mrs Brooks conspired to remove seven boxes of documents from the News International archive with the intention of concealing them from police investigating phone hacking at the News of the World.

Former Downing Street communications chief Andy Coulson was found guilty of conspiring to hack phones with others between 2000 and 2006.

Former News of the World managing editor Stuart Kuttner was also cleared of being part of a conspiracy between 2000 and 2006.

Mrs Brooks's husband, racehorse trainer Charlie, and NI director of security Mark Hanna were also cleared of perverting the course of justice.

AN AGENT and friend of model Bonnie Hiller, who was killed when her car crashed into a bridge in Kelvedon, has described her as the "kindest, gentlest, most beautiful woman." The 27-year-old from Tiptree died when her grey Mercedes Convertible crashed into a bridge support on London Road , leading up to the A12, on Saturday evening (June 21). Pam Boon, of Pam's Pageants in Colchester, had worked with Bonnie for a number of years, and even asked the beauty queen to be a bridesmaid at her wedding. "Bonnie was the kindest, gentlest, most beautiful woman I have known in forever, she was just very unique. "She wasn't just a work colleague or one of my models but a very good friend," said Ms Boon. "She was always smiling and never had a bad word to say about anyone. She didn't drink or do drugs, she was just very clean-living. "She just loved dressing up, she loved being a woman." Bonnie, who counted Miss Colchester and Miss East Anglia among her titles, had also recently appeared as an extra in TOWIE. Chelmsford City will face manager Mark Hawkes' former club Heybridge Swifts and Maldon & Tiptree as part of their pre-season programme. The Clarets will also travel to face Ryman League Premier Division side East Thurrock. They have announced five away pre-season friendlies - all in July - and are "in negotiations with various clubs" over fixtures at Melbourne Park. They begin at Park Drive - which was one their temporary homes in their exile from the city - against Maldon & Tiptree on July 12 before a game at Eastern Counties League side Saffron Walden five days later. They will travel to Norfolk to take on Ryman League Division One North play-off semi-finalists Needham Market on July 26, before Hawkes' return to Scraley Road on July 29. They will then travel to face East Thurrock two days later.

Arsenal have reportedly arranged talks with the agent of Colombia World Cup star Juan Cuadrado. The £32m-rated winger is currently with Fiorentina, but they are thought to be happy to cash in on him on the back of his impressive form in Brazil. The 26-year-old has played a big part in his country's qualification from Group C, and could fit the bill for a slight reshuffle at Emirates Stadium. OFFICERS investigating the murder of Colchester student Nahid Almanea have sealed off an area in the town after a knife was found. Police have confirmed that Hawthorn Avenue has been cordoned off by officers after the weapon was discovered earlier today (June 24). They have said it is too early to say whether there is any connection to the murder of the 31-year-old Saudi Arabian student However, the weapon will be sent for further forensic investigation. It comes as police said they wanted to speak to a man identified by witnesses as walking behind two women at around 8.45am on June 13 as they came out of a house in Stanley Wooster Way, Colchester. It believed one of these women may have been Nahid Almanea. He is described as white, in his 30s, around 5ft 10ins tall with short, dark hair. He was dressed casually and was wearing dark jeans. Braintree man, 20, released after arrest on suspicion of Basildon nightclub rape

A BRAINTREE man arrested on suspicion of rape in a Basildon nightclub has been released without charge. 

 A 20-year-old was arrested on on August 8 in Broxbourne in Hertfordshire last year after an alleged rape in the seating area of Liquid at Liquid at Festival Leisure Park. 

 An 18-year-old woman from Romford made the allegation to police of the incident on June 30 and after making enquiries the investigation has no closed. 

 An Essex Police spokesman said: "A Braintree man who was arrested in connection with a rape allegation in a Basildon nightclub has been released.

"A then 18-year-old woman from Romford in east London had reported she was raped in a seating area behind the DJ stand between 1 to 2am on Sunday, June 30, 2013. 

"On Thursday, August 8, 2013, a 20-year-old man from Braintree was arrested on suspicion of rape and later released on police bail pending further enquiries. 

"These enquiries have now been completed and he has been released from his bail and without charge. The investigation is now closed."

England will play Costa Rica in their final Group D game this afternoon - and indeed their final match of the World Cup in Brazil. Roy Hodgson has named a much changed line-up for the game, which will kick-off at the Estadio Mineirão at 5pm our time. It will be televised on ITV. Luke Shaw, Adam Lallana and Frank Lampard are among those already confirmed as making their first starts of the campaign. Costa Rica are expected to put out a strong team, as they previously unfancied nation has the chance to finish top of Group D. The other game in Group D, Italy vs Uruguay, also kicks off at 5pm with both teams in with a chance of qualification.

An engineer accused of running naked through gardens in the dead of night will appear in court next month. 

Robert Ashworth, 54, of Ouse Chase, Witham, is charged with one count of threatening behaviour likely to cause alarm after the alleged incident in Hanningfield Road, Chelmsford at 1.30am on Monday (June 23). 

Police arrested him at the scene and he was released on police bail prior to appearing at Chelmsford Magistrates' Court on Wednesday, July 9.

Motorists on alert in Essex as speed cameras are upgraded

Speed cameras will catch more motorists in the county after a £1.2m upgrade to drive up their efficiency. Essex County Council has approved the latest funding injection to convert the Essex Safety Camera Operation's 99 speed cameras and 26 red-light cameras from wet film to digital. A report put to the authority's cabinet read: "Up to now, cameras have used wet-film as the recording medium for the offences detected. "This technology is fast becoming obsolete and because of the difficulty in getting spares, it is becoming increasingly challenging to keep the equipment in an operational state." Last year, the original operators Serco said they would be unable to maintain the equipment in an operational state beyond April 2014. By digitising the speed camera network, County Hall say their road safety budget would be reduced by 94 per cent by March 2016, a saving of £800,000. The council, who will put £312,000 toward the scheme, does receive any income from court fines imposed or from fixed penalty notices issued. County has already approved upgrades to around half of the camera network. Speed cameras were first introduced to Essex in 1993.

'Short-sighted' flood scheme slammed by Heybridge householders

RESIDENTS of Heybridge are unconvinced by new plans for a flood relief scheme that was first mooted 13 years ago.

As part of Maldon District Council's Local Development Plan, which earmarks 1,235 new homes for land in Heybridge, a "flood alleviation" scheme is set to be unveiled at a public open day on June 21.

But residents, who have received copies of the plans for the developer-funded scheme produced by Countryside homes with help from the council, say it will not work. And, if anything, it should be built before the new North Heybridge suburb.

A letter sent by MP John Whittingdale to the chairman of Heybridge Residents' Association, Don Benson, also reveals issues were highlighted as early as 2001 but no action was taken.

Mr Benson, 74, of Elizabeth Way, told the Chronicle: "We feel the scheme is short-sighted and isn't logical at all.

"The plans say that the whole development's rain will flow into three small ponds and into the already blocked drains and ditches, that doesn't make sense to me.

"And to know that the scheme has been looked at and essentially ignored since 2001 is terrible to know. To think that the only way we were ever going to get help was by accepting all these new homes."

The plans include building a ditch that runs into the River Blackwater, other smaller ditches and three manmade ponds inside the new development to the north and east of Holloway Road.

Mr Benson added: "We also feel that the flood alleviation scheme should be in operation before the homes. That way we have protection from all of the extra rainwater that will not be soaked up by the ground any more."

In a letter addressed to Mr Whittingdale on May 29, the Environment Agency says it would have funded up to 28 per cent of any flood relief scheme, but the rest would have to come from elsewhere.

The letter states: "We promoted a flood alleviation scheme for Heybridge following incidents in both February and October 2001 which resulted in the flooding of properties.

"However we were unable to obtain funding for the scheme from Defra.

"This was because of the high scheme costs relative to the sum of damages avoided over the scheme lifetime."

Bob Ryall, 64, also from the Heybridge Residents' Association, said: "No one here is convinced by the new plans and we're not sure if they know what they are doing.

"We know all of the pipes, drains and ditches need cleaning to start with because they are blocked. Secondly, the River Blackwater is tidal so any released water may not be able to be released into there.

"And it's frustrating to know that the plans have been looked at since 2001.

"The amount of times I've been flooded, as well as my neighbours, and the times we've had to get sandbags out to save our homes.

"It's blackmail in the first place. How can they say to us – you have to agree with the homes otherwise you will not be getting any flood alleviation scheme?"

Developer Countryside Properties is working on the flood alleviation scheme, which is geared to solve the problem and ensure the new homes do not flood.

An Environment Agency spokesman added: "We have been looking into a flood alleviation scheme since 2001 but we can only provide up to 28 per cent of the funds needed.

"If the homes to be built in Heybridge do not go ahead then we will still work with the community to deliver a much-needed flood alleviation plan for Heybridge."

Good morning and welcome to daily travel roundup from across Essex. There are several issues on the A12 this morning, no surprises, so take care. On the A12 London bound an accident just before J20 (Hatfield Peverel) is partially blocking the carriageway, with queues back to J24 (Kelvedon North). Still on the A12 London bound a crash on the Colchester bypass is partially blocking the carriageway between J29 (Ardleigh) and J28 (Football Stadium).ROAD CLOSED 7.31am: Causing all manner of problems, the A12 London bound suffered another accident just after J26 (Eight Ash Green). Police have closed the carriageway at J27 (Spring Lane, Colchester). On the A13 London bound the usual delays are building from the Stifford interchange to the M25 at J30. On the A120 at Horsley Cross now, where an accident involving a lorry and a car is partially blocking the roundabout. On the A127 London bound there is slow moving traffic between Rayleigh Weir (A129) and the Fairglen Interchange (A130/A1245). Over to the M11now and there is heavy traffic in the London bound direction from J6 (M25) to J4 (A406 North Circular Road). The M25 anticlockwise is slow moving between J28 (A12/Brook Street) to J26 (Waltham Abbey). Sticking with the M25, there is heavy traffic from J30 (A13) to the QE2 Bridge (Dartford Crossing). In Braintree on the A131 southbound there is more of that slow moving traffic between Broad Road (B1053) and Marks Farm Roundabout (Coggeshall Road (A120). Still in Braintree, this time on the A120 the traffic is moving slow southbound between Marks Farm Roundabout and Galley's Roundabout. To the A127 Londonbound now, which has joined the slow moving traffic club between the Halfway House (A128) and the M25 (J29).

Fire at Fox and Raven pub in Chelmsford "still being investigated"

A FIRE which required customers at a Chelmer Village pub to be evacuated mid-meal is "still being investigated." The blaze which began at the Fox and Raven pub, in Barnes Mill Road on Saturday (June 21) ripped through a storage shed before spreading to a barn shelter at the adjoining restaurant, Carter and Miller steakhouse. Nobody was injured but those visiting the pub had to exit the building, which was then closed while preliminary investigations were carried out. A spokesman for pub owners Vintage Inns said: "The fire broke out in one of our outside barn shelters. "Fortunately all our guests and team were evacuated from the restaurant safely and the fire brigade attended quickly to control the fire. "There has been damage to a storage shed and a barn shelter, the cause is still being investigated. There is no damage to our trading area, so the restaurant closed that afternoon but we opened as normal in the evening."
