Lloyds Bank has said there are no plans to re-open the 24-hour cash machine lobby at its branch in Moulsham Street, Chelmsford, one month after it closed out of hours due to "safety concerns". Street sleepers were known to use the foyer as a place to stay with some accused of becoming "too messy" and causing the closure. A message on the bank's front door from branch manager Francesca Gardner reads: "We have had to make this decision following safety concerns from our customers. The lobby shut outside of opening hours on April 24. A spokesman confirmedto the Chronicle this week that it closed due to a facility "misuse" and said it would remain closed for the "foreseeable future". Homeless man Bobby Andrews, 30, who divided Roxwell residents last year when he slept in a bus shelter, said he knew the two people who slept in the foyer. He added: "I think they have to close it because it is a bank. I think they were both just too messy."
