Anglia Ruskin attracted the most complaints from its students last year, when compared to other universities in the UK, according to a report.
A Freedom of Information request for BBC Radio 4's File on 4 programme revealed 992 complaints were made to the university - which has a Chelmsford campus - during 2012/13.
However, a spokesman for Anglia Ruskin, which has 32,000 students, said fewer than 10 were actually complaints.
"The vast majority were academic appeals where students queried assessment marks or submitted late notification of mitigating circumstances they believe could have affected their performance in an assessment task," he said.
"Our process is more generous than other universities. By providing an opportunity for late mitigation to be considered as part of the appeals process, after the main mitigation process has been concluded, our students are able to discuss their situation as part of the appeals process.
"This opportunity has been taken up by a large number of students as they benefit from a more detailed conversation and analysis."
Universities minister David Willetts told the BBC: "If there are more complaints because students are more aware of what they should expect of funding and are more demanding, then I think that's a good thing.
"When there's a fee of £9,000, the university is obliged to show what they're doing and provide a decent service."
It comes after students taking the university's legal practice course were angered after this autumn's course at the Chelmsford campus was cancelled. One student, who did not want to be named, said: "The Legal Practice Course is a necessary requirement we have to complete in order to qualify as a solicitor. "The decision was made without any consultation with staff or students alike, and was made so late that it makes it difficult for us to apply to other institutions as the criteria is on a first come first serve basis."
